I did an assassination mission near an orbital station attracting police and as a result when I approached another starport of the faction in a different system a swarm of police vessels pounced at me. Is it possible to become friends with the faction again or it's permanent?

Paying your fine to be below 300 credits should calm them down.
Murder usually carries a hefty fine of 1.5M credits.
Sounds a bit much. Perhaps this should be lowered.
