Lack of ships with ability to fit Cargo scoop

GizmoR raised an issue (1704) with cargo scoops only being available on a limited number of ships.The nightly builds since Alpha 28 have the ability to scoop cargo just by contact, so you can easily make any ship (which has enough cargo space) fit a cargo scoop.Go to dataships and edit the ship you want.Change the line that readsmax_cargoscoop = 0,tomax_cargoscoop = 1,Tested on a Cobra MkIII, seems to work fine.
