SPG - Cloaking device, how to use it?

Hello, people! I have just bought and installed a cloaking device. It makes my ship nearly transparent, I hear the nice "cloaking activated" message, but the enemies can still target and shoot at me. Am I doing something wrong? What's the point of the device, then?
